Black Car Vehicle License
The New York City Taxi and Limousine Commission (TLC) issues a black car vehicle license. You need this license to use a car for for-hire rides in New York City.

You need to review the vehicle requirements checklist:

- You need to pay $550 for a new vehicle application.

You can pay by:
- Money order made payable to NYC Taxi & Limousine Commission
- Visa, Mastercard, American Express and Discover

License renewal payments: You can pay for your license renewal online. You can use the LARS (License Applications, Renewals and Summonses) System.

For other vehicle types: You need different licenses issued by the Taxi and Limousine Commission (TLC) for different vehicles. This includes:
- For-hire vehicles
- Commuter vans
- Paratransit vehicles

You need to submit all required documents and a completed application form. You can find the form at the link above:
- You need to submit your application at either the Long Island City or Staten Island license facilities.
- You need an appointment to visit the Staten Island facility.
- You can check the TLC locations listed below for a list of the Taxi and Limousine Commissions' locations, phone numbers and office hours.

You need to complete the application within four months from the time you submit it.

You must submit the fees with the application form. All fees are nonrefundable.

You need to file the license application, required documents and fees in person at a TLC licensing center from Monday through Friday between 8:00 a.m. and 4:00 p.m.
