Certificate of Fitness for Fire and Emergency Drill Conductor (F-07)

The F-07 Certificate of Fitness for Fire and Emergency Drill Conductor is required to lead fire and emergency drills in buildings that do not require a Fire and Life Safety Director. These drills help building occupants become familiar with emergency procedures and practice what to do during an emergency.

The Fire and Emergency Drill Conductor is responsible for making sure drills are conducted safely and in an orderly manner. In buildings where a Fire and Life Safety Director is required, the Fire and Life Safety Director is responsible for these duties.

The certificate is issued to an individual and is valid only at the specific work location listed on the certificate. Applicants must meet the requirements outlined in the Notice of Exam and Study Materials and pass the required examination.

• Review the Notice of Exam and Study Materials before submitting your application.

• Gather the required supporting documents, which may include:

  • A completed Certificate of Fitness Application Form
  • A letter of employment or applicable self-employment documentation
  • Two forms of identification, at least one of which must be a government-issued photo identification, such as a driver's license or passport
  • Any additional documentation required by the Notice of Exam and Study Materials

The current F-07 requirements identify the written examination, identification and employer documentation as part of the application requirements.

• FDNY will review your application and supporting documentation.
• If FDNY has questions or requires additional information, the applicant will be contacted within 3–5 business days.
• Applicants must pass the required FDNY examination to obtain the F-07 Certificate of Fitness.
• A passing score of at least 70% is required. Applicants receive their examination results after completing the test.
• Applicants who do not pass the examination must submit a new application and pay the applicable fee before retaking the examination.

• Certificate of Fitness holders are responsible for reviewing the latest Study Materials and complying with applicable FDNY requirements.
• This certificate must be renewed every three years.
• FDNY will send a Renewal Notice approximately 90 days before the expiration date. The notice includes the certificate number, expiration date and renewal fee.
• It is the certificate holder's responsibility to renew the certificate within 364 days of the expiration date.
• Certificates that are more than one year past their expiration date cannot be renewed, and a new application will need to be submitted.
• FDNY reserves the right to require a re-examination when a renewal application is submitted.
• To change your mailing address or work location, or to request a replacement certificate, use the FDNY Business online portal.
• Review the Certificate of Fitness Update Instructions for required documentation and processing steps.

• Gather electronic copies of your supporting documents.
• Pay the $25 application fee online by credit card, debit card, or E-Check.
• A convenience fee applies to credit card payments. The application fee is non-refundable.
• City employees may request a fee exemption by uploading a copy of their employee ID and a letter from their City agency on official letterhead confirming that they are a current employee and that the Certificate of Fitness will be used as part of their work-related responsibilities.
• If you are an individual, you can only submit your own application.
• If you are submitting applications on behalf of a company's employees, you must be authorized by the company to act as a Designated Coordinator, and the company must be approved by FDNY. To request approval, email pubcert@fdny.nyc.gov.

• Renew your Certificate of Fitness through the FDNY Business online portal.

• Review the Certificate of Fitness Renewal Instructions before submitting your renewal.

• If you are an individual, make sure you have:

  • Your 8-digit Certificate of Fitness number
  • The last four digits of your Social Security number
  • An email address

• If you are submitting renewals on behalf of a company's employees, the company must be approved by FDNY and have a Company Code. To request approval, email pubrenew@fdny.nyc.gov.

• Pay the $15 renewal fee online by credit card, debit card, or E-Check.

• Renewals submitted more than 90 days, but no more than one year, after the expiration date will incur a $25 penalty in addition to the renewal fee.

• A convenience fee applies to credit card payments. The renewal fee is non-refundable.

• If all requirements are met, the certificate will be mailed within 10 days.
