City Fire Department
The Concept Proposal Tech Document is for new ideas or technologies that are not specifically covered by the fire code. The City's Technology Management team will review your proposal and give feedback from a fire safety perspective. This process helps you understand FDNY protocols, codes and regulations, and gives you an idea of whether your proposal might be approved before you apply.
Note:
- Submitting a Concept Proposal Tech Document does not authorize you to install or use the proposed design.
- You must file a TM-1 application through FDNY Business to get approval.
- Highly abstract proposals may be rejected and will not receive detailed feedback.

- When applying, make sure to choose the Concept Proposal Tech Document category on the FDNY Business website.

FDNY will review your application. If needed, they may contact you to schedule a meeting to discuss your proposal.

After they review your application, FDNY will send you one of the following:
- Letter of No Objection - This means FDNY has no concerns. The letter will explain the next steps based on your specific proposal.
- Letter of Deficiency - This means FDNY has concerns or questions about your proposal.
Application fees: $945
Submit your completed application online with all supporting documents.
Make your payment on FDNY Business to submit your application. If you need to pay additional fees after submission, use one of these methods:
- Online (preferred):
Pay online at FDNY Business (credit, debit or e-check accepted).
- By US Mail (check must include your FDNY Business Record ID):
