Construction Noise Mitigation Plan
Construction sites must post a Construction Noise Plan. This plan should be complete and correct. It must be visible at the site all the time.
The plan must follow the rules in Title 15 of the Rules of the City of New York (RCNY) Chapter 28. You do not need to file the plan with the Department of Environmental Protection (DEP). However, it must be easy for DEP inspectors to find and check.
Alternative Noise Plan: if your site cannot follow the noise rules in Local Law 113, you need to file an Alternative Noise Plan (ANP) with the DEP. Do this before starting any work. The approved ANP should be posted at the site. If you cannot post the plan in an easy-to-see place, use the DEP contact page to tell inspectors where to find it.
If you do not follow these requirements, you might face significant financial penalties.

Download and print: Get the Construction Noise Mitigation Plan or the Alternative Noise Mitigation Plan (ANMP) and ANMP Contact Page.

Fill out the form:
- The Construction Noise Mitigation Plan needs to be notarized.
- If you choose the ANMP, fill out the Contact Page form and mail them to the DEP.

Post the completed Plan at the construction site.
