The New York City Department of Consumer and Worker Protection (DCWP) can make rules to stop practices it sees as deceptive or unfair under the Consumer Protection Law (CPL). The New York City Consumer Protection Law stops all "deceptive or unfair trade practices." This covers selling, leasing, renting or loaning any consumer goods and services and collecting consumer debts.
