Operating Requirements
If any of the information submitted in the approved application changes, the licensee must inform DCWP of those changes by calling 311 or by visiting the DCWP Licensing Center or NYC Small Business Support Center. DCWP recommends that licensees call 311 to confirm that they need to go to a Center for any specific change. You must schedule an appointment to visit in person. Upon issuance of the license, you must post required signs in the reception or waiting area, where all job applicants can see them. More info
- Signs include:
- U.S. Anti-Discrimination Poster
- New York State Anti-Discrimination Poster
- A sign with required sections from New York General Business Law (You can use DCWP’s New York Employment Agency Laws poster.)
- A sign with your business name, DCWP license number, and instructions for complaints (Use DCWP’s combined license and complaint sign.)
- DCWP’s Job Hunter’s Bill of Rights poster
Note: You must display posters in the language in which your agency does business.
Agencies must provide written contracts, a Terms and Conditions form, and receipts. Download the model contract, Terms and Conditions, and model receipt.
Agencies that places job applicants as Class A domestic or household workers must give each applicant DCWP’s “Domestic or Household Employees: Statement of Employee Rights and Employer Responsibilities” and “Job Description Form (Statement of Job Conditions).”
Agencies must maintain a “Register” containing applicant and employer information. Download model Register.
All laws and rules of the City of New York, including the Consumer Protection Law and Rules, are available through the PUBLIC ACCESS PORTAL.

Steps to renew by mail:
Before the license expires, DCWP will mail a license renewal application and instructions to the licensee. If the licensee plans to continue operating, the licensee must submit their renewal application, required documents, and fees at least 15 days before the license expires. Licensee can mail materials using the orange return envelope to the DCWP Licensing Center.
