Information About Hiring a Private Carter

If you own a business in New York City, you need to have your waste removed by a private carter licensed by the Business Integrity Commission (BIC). There are over 200 licensed carters in New York City.

Rates and charges

BIC sets the highest rates that carters can charge for waste removal. Carters can only charge for the amount of waste removed. They cannot charge for container rentals, extra pulls, gasoline surcharges or other fees. The only exception is for compactors and roll-off containers. You can find the highest rates at the Rates link. BIC does not set rates for medical waste or construction debris. Carters must give you a written statement, invoice or bill at least once a month. This must list all charges and show the highest and agreed rates.

Choosing a carter

You can choose to have your trash measured by weight or volume. You can also choose a flat fee or a fee that changes based on the size or weight of the waste. You have the right to ask for a waste stream survey from your carter. This survey helps you understand the amount and types of waste you generate. It can help you decide which fee method is best.

Contracting a carter

You can choose any licensed carter to haul your waste. All businesses using a private carter must display a BIC decal. This decal is provided by the carter for free. It shows which carter is contracted to haul waste from your business. A carter cannot refuse service to a business within a 10-block area of a business they already serve, unless BIC allows it.
