Stoop Line Stand License
You need a Stoop Line Stand license to sell fruits, vegetables, soft drinks, flowers, candy or ice cream from a stand outside and next to your store. The New York City Department of Consumer and Worker Protection (DCWP) issues this license.

Business Certificate: You need a Business Certificate based on your business' legal structure. You do not need to submit this document with your application, but DCWP may ask for it.
- Sole proprietors using a name other than your own need a Business/Assumed Name Certificate.
- Partnerships need a Partnership Certificate and, if applicable, an Assumed Name Certificate.
- Corporations, limited partnerships, limited liability companies, limited liability partnerships must register and stay active with the New York State Division of Corporations. Check your status at www.dos.ny.gov/corps.

Basic License Application: complete the Basic License Application.
- Provide business information, identification numbers (EIN, SSN or ITIN), contact information and history of criminal or civil charges for business owners, partners, shareholders and officers.
- If all your stoop line stands sell the same items, submit one application. If they sell different items, submit separate applications for each type. For example, if you sell fruits from two stands and candy from another, submit two applications: one for fruits and one for candy.
- Note: if two stands are separated by a door or other structure, they count as separate stands for licensing.

Proof of right to use premises: submit one of the following:
- A copy of the deed or bill of sale
- A completed Owner's Consent to Operate a Stoop Line Stand form

Accepted payment methods:
- Check (payable to NYC Department of Consumer and Worker Protection; accepted only for in-person submissions)
- Money order (payable to NYC Department of Consumer and Worker Protection; accepted only for in-person submissions)
- Credit card (Visa, Mastercard, American Express and Discover Card)

If your stoop line stand is five feet: The Department of Consumer and Worker Protection (DCWP) will call you to set up an inspection.

Within two weeks of DCWP getting all needed materials: You will get one of these letters about your license:
- If your application is approved, DCWP will send you a license.
- If your application needs more information, DCWP will send you a letter with instructions. You must send the needed materials to DCWP within 10 days of getting this letter or your application will be denied.
- If your application is denied, DCWP will tell you why and how to reapply.

License validity: Licenses last for up to two years. They expire on March 31 of even-numbered years.

Informing DCWP: If your information changes, tell the Department of Consumer and Worker Protection (DCWP). Call 311 or visit the DCWP Licensing Center. DCWP suggests calling 311 to check if you need to visit the center. You must make an appointment to visit in person. Compliance: Follow all New York City laws and rules. This includes the Consumer Protection Law and Rules. You can find them on the Public Access Portal.
- Review requirements: review the requirements and gather all materials before clicking the Apply Online button. You will be redirected to a new web page and need a registered account with the City of New York to submit an online application.
- Print Confirmation Page: after submitting an application online, print a copy of the Confirmation Page. This page lists the additional steps and materials needed to complete the application. Submit these materials within five business days if they were not uploaded online.

- Renewal application: Before the license expires, DCWP will mail you a renewal application and instructions. If you want to keep operating, send in your renewal application at least 15 days before the license expires.
