Businesses that dismantle vehicles must register with the New York State Department of Motor Vehicles (DMV).
Dismantlers must decide whether to sell a vehicle to a scrap processor within 15 days of acquiring a vehicle. If sold, a salvage certificate is not required. Any sold vehicles must be recorded in the Book of Registry. This form must be mailed to the DMV every month. Otherwise, a salvage certificate may be needed.
