New York State and New York City have laws about weights and measures. These laws say items must be sold by their true weight or measure. The NYC Department of Consumer and Worker Protection (DCWP) inspects scales and measuring devices. This includes gas pumps and home heating oil delivery truck meters. They make sure these devices work correctly.
When fuel oil is delivered, the delivery must be recorded on a ticket. This ticket should show:
- Date of delivery
- Name and address of the seller and buyer
- Grade of the oil
- Price per gallon
- Quantity of oil delivered
- Total price
The seller must keep copies of these tickets for one year.
Anyone who delivers gasoline, kerosene or other petroleum products (except liquefied petroleum gases) must have their measuring devices and vehicle tanks inspected every year. If they do not follow the rules, they may get fines.

- Device inspection fees depend on the device size.
- Most fuel truck meter tests cost $150.

- Scales and measuring devices must be inspected before use.
- Rack meter systems need an on-site inspection. You need an appointment.
- Call 311 to set up an appointment with DCWP.
- Device and fuel truck tests are at DCWP's Testing Station. Tests are on weekdays from 9 a.m. to 2 p.m.
