Certificate of Registration for Expeditor (Filing Processor) Employee (R-02)
City Fire Department
Any employee who represents a company and submits, files, requests, negotiates or seeks approval for permits or other applications, including design and installation documents, must have a Certificate of Registration for Expeditor (Filing Processor) Employee (R-02) from the New York City Fire Department (FDNY).
This Certificate of Registration is valid only for the person to whom it is issued.

Review the application form and instructions: If you work for an expeditor company, review the
R-02 Application Form and Instructions (PDF) -
Apply online and provide the following information:
- Your name, address, phone number, email, gender, Social Security number, birth date, weight, height and work location
- A filled and signed application form
- A copy of your resume showing at least five years of work experience
- A copy of your employee ID
- A recent ID photo (2x2 color headshot) in JPG or JPEG format
- A letter of recommendation from a company principal who holds an R-01 Certificate of Registration. If the company's principal is exempt, provide a letter of recommendation on company letterhead.
- Certificate issuance: If your application meets all New York City Fire Department (FDNY) requirements, you will receive a certificate by mail within five business days.
- Incomplete application: If your application is incomplete, FDNY will notify you. You will have 30 days to resubmit your application without paying an extra fee.
- Resubmission deadline: If you do not resubmit within 30 days, you will need to start a new application and pay the fee again.

Renewal:
- You must renew your certificate every two years.
- The NYC Fire Department (FDNY) will send a Renewal Notice 90 days before it expires. This notice includes the certificate number, the expiration date and the renewal fee.
- You must renew the certificate within 364 days of the expiration date.
- If your certificate is more than one year past its expiration date, you must submit a new application and pay the fee again.

Change of mailing address:

To change your mailing address, send the following to the NYC Fire Department (FDNY), Cashier's Unit, 9 MetroTech Center, 1st Floor, Brooklyn, NY 11201:
- A letter asking for the change
- A copy of your certificate with the old address
- A $5.00 check or money order made payable to the Fire Department City of New York

Replacement certificate:

To get a replacement certificate, send the following to the NYC Fire Department (FDNY), Cashier's Unit, 9 MetroTech Center, 1st Floor, Brooklyn, NY 11201:
- A government-issued photo ID (such as a driver's license or passport). The name on the ID must match the name on the certificate
- Your Social Security number
- Your mailing address
- A $5.00 check or money order made payable to the New York City Fire Department

Change of employer:

If you change employers, send the following to the NYC Fire Department (FDNY), Cashier's Unit, 9 MetroTech Center, 1st Floor, Brooklyn, NY 11201:
- A completed and signed R-02 APPLICATION FORM (PDF)
- A letter of recommendation from a company principal who holds an R-01 Certificate of Registration or if the company's principal is exempt, a letter of recommendation on company letterhead
- A copy of your certificate with the old address
- A $210 check or money order made payable to the New York City Fire Department

Certificate of Fitness Access ID:
- Have your 12-digit Certificate of Fitness Access ID. This is on your Renewal Notice. If you do not have your Renewal Notice, your Access ID is your 8-digit Certificate of Fitness number and the last four digits of your Social Security number.

- A $25 late penalty applies if renewing 90 days to one year after the expiration date in addition to the renewal fee
- A 2.49 percent convenience fee will be added to all credit card payments

Certificate issuance:
- If all requirements are met, your certificate will be mailed out within 10 days.
Renew online:
- To renew a certificate, click the Renew Online button. If you are an individual, you can only renew your own certificate.
Renewal form:
- Complete the Renewal Form and gather all your supporting documents.

- If all requirements are met, your certificate will be issued immediately.
Renewal form:

- Personal or company check payable to the New York City Fire Department
- Money order payable to the New York City Fire Department. A $25 late penalty applies if renewing 90 days to one year after the expiration date in addition to the renewal fee
- The renewal fee is non-refundable
