Hospices and palliative care facilities need a certificate to operate in New York State. This certificate comes from the New York State Department of Health (NYSDOH).
These facilities can provide home or inpatient care. They must have a Certificate of Need (CoN) before getting the Operating Certificate. The CoN shows that a facility:
- Meets a public need
- Is run by qualified people
- Is financially stable
