New York City law requires property owners to, at their own cost, install, construct, reconstruct, repave and repair the sidewalk adjacent to their properties, including the intersection corner quadrant, in accordance with Department of Transportation specifications.

Property owners are liable for penalties caused by the failure to maintain the sidewalk and are encouraged to perform repairs to their sidewalk before a condition becomes a defect. The Department of Transportation performs inspections at locations where complaints of defective sidewalk have been received and will issue a Notice of Violation if warranted.

Any work that will make a sidewalk or roadway inaccessible to the public will require a permit for the Department of Transportation. Examples of such activity include construction work, filming, the placement of dumpsters, and so on.
