Medallion Broker

A taxicab broker helps transfer a taxi license (medallion). This can be a person or a business.

• Check requirements: Make sure you meet all the requirements listed below before you go to a Taxi and Limousine Commission (TLC) facility.

• Proof of active status: You need to show proof that your business is active with the New York Department of State. This proves your business is registered with the DOT and not dissolved. Check your status on the NYS Department of State website. Print a copy of the screen to bring with you.

• Notarized affidavit: Submit a completed and notarized affidavit signed by an officer of your company. This could be the president, vice president, secretary or treasurer.

• Proof of business status:

  • Corporation: Provide a Certificate of Incorporation and a filing receipt.
  • Partnership: Provide a Partnership Certificate.
  • Sole Proprietor: Provide a Business Certificate.
    Get these documents from the NYS Division of Corporations.

• Original surety bond: Submit an original surety bond of $5,000 for the benefit of the City of New York. Bring the original bond with your application. Copies are not accepted. The bond must cover one year. The bond covers any outstanding money owed to the TLC by the base owner. Contact a bonding company to get this bond.

• Resumes and cover letters: Submit resumes of all individuals, partners, officers, principals and stockholders involved in the business. Include a cover letter showing they can manage a base station.

• Permit fees:

  • License fee: $500 (expires December 31 each year); if issued after July 1: $250
  • Fingerprinting fee: $75 per person
    
    Licenses are nontransferable, and fees are nonrefundable.

• License renewal payments: You can pay for your license renewal online. Use the LARS (License Applications, Renewals and Summonses) system.

• Other license types: The Taxi and Limousine Commission (TLC) gives out other types of licenses. Each type has its own rules. For more information, visit the NYC Business Express Index. You can also go to a TLC Licensing Center in person.

• Meet all requirements: Make sure you meet all the rules and steps listed below. You can then visit one of the TLC facilities.
• Complete the application: Answer all questions in sections I, II, VII and VIII. Refer to the application links for more details.
• Identification: Provide two forms of ID for each person listed on the application. One must be a valid government-issued ID, and the other a Social Security card.
• Original Social Security card: Present a valid and original Social Security card with your application. Copies are not accepted.
• Submit fees: Pay all required fees when you submit the application form.
