A Permit to Receive And/Or Process Milk and Milk Products is required to pasteurize milk or manufacture dairy products in New York State. It is also called a "Part 2 Permit." This permit is issued by the New York State Department of Agriculture and Markets.
If milk is received at the plant, a Milk Dealer License is also needed. Individual locations need their own licenses.
