A Place of Assembly Certificate of Operation (PA) is required for any indoor space where 75 people or more gather, or an outdoor space where 200 or more people gather. It is issued by the Department of Buildings.
The Department of Buildings requires Places of Assembly to meet certain fire and building safety requirements. The site must be inspected before a certificate is issued.
