You need a Rigger License to hoist or lower any item on the outside of a building in New York City. The Department of Buildings issues this license.

There are three types of Rigger Licenses:

Master Rigger License: Needed to hoist or lower any item, no matter the weight, on the outside of a building in New York City.
Special Rigger License: Needed to hoist or lower any item that weighs up to 2,000 pounds on the outside of a building in New York City.
Climber or Tower Crane Rigger License: Needed to erect or dismantle a tower or climber crane in New York City.
