Scrap processors buy vehicles to turn them into scrap. They are certified by the New York State Department of Motor Vehicles (DMV). Processors do not sell vehicles or their parts.

Processors can only buy vehicles from certain businesses or people. Check the DMV website for full details. Repair shops that sell scrap to processors must state this on their applications.
