You need a Sign Hanger License to get a construction permit or to hang or attach signs in New York City. There are two types of licenses:

Master Sign Hanger License
Special Sign Hanger License

Master Sign Hanger License

Needed for all sign hanging and attaching work.
Applies to all signs, no matter the size or weight.

Special Sign Hanger License

Needed for hanging and attaching signs on the outside of buildings.
Applies to signs up to 150 square feet in face area or 1,200 pounds.
