In New York State, electronic signatures are equal to paper signatures. This is because of the Electronics Signatures and Records Act (ESRA). All businesses must follow this law.
Electronic records are as legal as paper, microfilm and other records, and electronic signatures are the same as hand-written signatures on any document, contract or receipt. Section 307 of the law outlines some exceptions.
The New York State Office of Information Technology Services enforces ESRA.
