The Express Lane Permit is offered to ambulettes, commuter vans and shuttles, and other mass transit fleets that frequently utilize the Queens Midtown and Brooklyn Battery Tunnels to enable them to use the high occupancy vehicle (HOV) lanes leading to these tunnels.
