Businesses and individuals who need hypodermic syringes for professional reasons must obtain a certificate issued by the New York State Department of Health (NYSDOH).

Needles can be used for health care, educational, industrial, commercial or agricultural activities. Personal users and pet owners are not eligible for this certificate.

Farmers involved in livestock production, or those supplying farmers in this area, do not need to hold a Certificate of Need.
