Pedicab Business License

A Pedicab Business License is required for any business that owns, leases, or otherwise controls a pedicab or pedicabs and operates or authorizes the operation of one or more pedicabs for hire to passengers within the City of New York. The New York City Department of Consumer and Worker Protection (DCWP) issues this license.

Please note: Pedicabs CANNOT operate in New York City without a DCWP-issued pedicab registration plate. By law, the City can only issue new pedicab registration plates when the number of registered pedicabs falls below 840. You should submit this application if:

- A licensed pedicab business has agreed to transfer a pedicab registration plate to you and you are a new business or a licensed pedicab business with fewer than 30 registered pedicabs. - There is a Pedicab Registration Plate Lottery, and you receive an offer to be issued a pedicab registration plate after applying for the lottery.

You must have the applicable Business Certificate based on your business’s legal structure. Although DCWP does not require submission of your Business Certificate in order to process your application, DCWP may request this document under section 20-104 of the New York City Administrative Code.

Complete the Basic License Application.

The Basic License Application requires business information, including applicable identification numbers (such as EIN, SSN, or ITIN); contact information for the business location and business owner, history of criminal and / or civil charges for the business owners, partners, shareholders, and officers; and any DCWP license history for individuals named on the application and their relatives.

Complete the Roster of Pedicabs.

Licensed pedicab businesses with fewer than 30 registered pedicabs must submit a proof of sale. Acceptable proofs of sale include a copy of the Bill of Sale, Sales Receipt, or Sales Contract indicating applicant purchased a pedicab from a DCWP-licensed pedicab business. The proof must include the DCWP Registration Plate Number found on each pedicab purchased.

Applicant must submit a copy of the Insurance Certificate for the pedicabs and a copy of the entire insurance policy that is in full force and effect. The certificate must list each of the insured pedicabs by Pedicab Identifying Number (PID) or DCWP Registration Plate Number. The insurance policy must cover all drivers and must name the City of New York as an insured party. Download the INSURANCE AGENT LIST (PDF).

If you obtain insurance covering the entire pedicab business, the minimum insurance amount is $2,000,000 combined single limit for injury or death of one or more persons, and damage to or destruction of property, with a maximum of $1,000,000 for each accident.

If you insure each pedicab individually, the minimum insurance amounts for each pedicab are:

- $100,000 for personal injury or death of any one person resulting from any one accident,

- $300,000 for personal injury or death of two or more persons resulting from any one accident, with a $100,000 maximum coverage per person,

- $50,000 for property damage.

If the license application will be filed by someone other than the applicant, complete the Granting Authority to Act Affirmation.

List of Fees.

  • $110: License Fee of the first pedicab for applicants who file for a new Pedicab Business License from November 2 to May 2. Applicants will pay $60 for each additional pedicab.
  • $85: License Fee of the first pedicab for applicants who file for a new Pedicab Business License from May 3 to November 1. Applicants will pay $60 for each additional pedicab.
  • $55: Reinspection Fee for each pedicab.
  • $10: Timer Inspection Fee for each timer.
  • Non-Refundable Convenience Fee for paying with a credit card.
  • $110: License Renewal Fee for the first pedicab. Please note that an additional $60 License Renewal Fee applies for each additional pedicab.

  • Check (Payable to NYC Department of Consumer and Worker Protection, accepted only for in person application submissions.)
  • Money Order (Payable to NYC Department of Consumer and Worker Protection, accepted only for in person application submissions.)
  • Credit card including Visa, MasterCard, American Express, and Discover Card.
The DCWP will contact the applicant to schedule an appointment to inspect the pedicab(s). Be sure to review the PEDICAB INSPECTION PROCESS (PDF) and INSPECTION CHECKLIST: PEDICAB BUSINESSES AND DRIVERS (PDF).
Within two weeks of DCWP receiving all required materials, applicants will receive one of the following notifications by mail with the status of their license application.
- If the application is approved, DCWP will issue the applicant a license document.
- If the application requires additional information, DCWP will notify the applicant by mail with instructions on how to submit this information. If the applicant does not submit the requested materials to DCWP within 10 days of receiving this notification letter, the application will be denied.
- If the application is denied, DCWP will provide an explanation for the denial and information about the reapplication process.
Licenses are valid for up to one year and expire on November 1 every year.
If any of the information submitted in the approved application changes, the licensee must inform DCWP of those changes by calling 311 or by visiting the DCWP Licensing Center or NYC Small Business Support Center. DCWP recommends that licensees call 311 to confirm that they need to go to a Center for any specific change. You must schedule an appointment to visit in person. You must notify DCWP within 14 days if your insurance policy is cancelled, expired, or was terminated for any reason. Notification must be in writing and submitted in person OR by mail to the DCWP Licensing Center or NYC Small Business Support Center. You must schedule an appointment to visit in person. Pedicab businesses must post required signs and distribute to passengers a Pedicab Information Card.

Licensees must submit a completed Accident Report to DCWP within 24 hours after a pedicab accident.

Before the license expires, DCWP will mail a license renewal application and instructions to the licensee. If the licensee plans to continue operating, the licensee must submit their renewal application at least 15 days before the license expires.
