Registration for the removal of Construction and Demolition Debris (C&D Registration)
You need a Class 2 Registration to remove only waste from building demolition, construction, alteration or excavation. This registration is also called an Exemption from Licensing Requirements. The registration expires every two years from the date of approval.

Complete a Certification form for each principal of the business. This form certifies that all information in the application is complete and accurate. It must be notarized before submission. You can find this form with the Class 2 Construction and Demolition Removal Registration Application.

Complete a Release Authorization form for each principal of the business. This form allows the Business Integrity Commission to check the background of the business and its principals, affiliates, agents and employees. It must be signed and notarized by a principal of the company before submission. You can find this form with the Class 2 Construction and Demolition Removal Registration Application.

Business certificates:
- Sole Proprietors: If you operate under a name other than your own, you need a certified copy of the Certificate of Doing Business filed with the County Clerk where the business is located.
- Partnerships: Submit a copy of the current partnership agreement and Certificate of Partnership certified by the County Clerk where the business is located.
- Corporations: Submit a copy of the Certificate of Incorporation filed with the Secretary of State.

Tax identification numbers:
- Corporations: Provide the Tax Identification Number(s).
- Partnerships or sole proprietorships: Provide the Social Security numbers for each principal of the business.

If your business is not incorporated in New York State, provide a certified copy of the Authority to Do Business Certificate issued by the New York Secretary of State. Learn more about the Business Certificate for Sole Proprietorships and General Partnerships.

Provide documents related to any forfeiture, receivership or independent monitoring such as liens or bankruptcy proceedings related to the business.

Provide documents related to any contested City, State or federal tax proceeding.

Pay a non-refundable application fee of $3,500 at the time of filing.

Permit fees:
- Registration fee: $3,500, paid when you submit the application.
- Vehicle registration fee: $500 per vehicle, paid at the time of approval.

Renewal
- You must renew your Class 2 Construction and Demolition Removal Registration every two years.
- You will get a renewal application in the mail before your registration expires.
Other rules
- Getting a Business Integrity Commission Registration or License does not cover other rules from City, State or federal agencies.
- You need to apply for any other permits required by these agencies.
- Applicants who have been approved will be notified by mail.
- Fill out the application for Class 2 Construction and Demolition Removal Registration.
- Submit the original and one copy of the completed application with the required fee and all required documents to the License Unit at the Business Integrity Commission (BIC) in person or by mail.
- All principals must be photographed. Photos can be taken when you submit the application, or BIC will contact you to schedule an appointment.
- After your application is reviewed and accepted, it will remain in pending status until a background investigation is completed.
- You will be notified by mail when your application is approved.
- Once you receive approval, call the BIC to schedule an appointment to get a registration order and pick up vehicle trade waste plates.
- You cannot operate until you receive approval. You will get a letter approving or denying your application. Approved applicants must sign a registration order at the BIC before getting trade waste plates for each vehicle.
